Sept. 2009 -- What I found is the entire installation package for version "P" and just the Siege99.exe executable for the final version released, "Q".

Suggested instructions to run the last version are to download and run the "P" installer, then download the "Q" Siege99.exe file and copy it into the installation directory.

You may need to run the installer as administrator on Vista or Windows 7.
